Kyrgyzstan to develop creative economy

The President of Kyrgyzstan signed a decree on measures to develop creative economy and create conditions for progressive development. Press service of the head of state reported.

The UN General Assembly declared April 21 as the World Creativity and Innovation Day (Creative Economy). In addition, 2021 has been declared by the United Nations as the International Year of Creative Economy for Sustainable Development.

«In recent years, creative economy has been actively gaining momentum around the world, including in Kyrgyzstan. This is one of the promising sectors of the economy based on the intellectual potential of a person and contributing to the growth of incomes and employment of the population, increase in exports and development of innovative entrepreneurship. It also allows monetizing the skills and abilities of the population, while preserving the historical and cultural traditions of the people,» the statement says.

Sadyr Japarov decided to define the creative economy as one of the priority areas of the state policy of Kyrgyzstan.

This was done to support and increase the creative and intellectual potential of a person, develop innovative processes in the economy, create new opportunities for entrepreneurs and jobs, diversify the economy, increase export earnings, increase labor productivity and create a platform for advanced developments.

The head of state instructed to form a basis for development of the innovative direction of the country’s economy, allowing to promote the sector of creative industries as a new sector of the economy of the future, making a significant contribution to the socio-economic development of the country.

The Cabinet of Ministers must approve the concept for the development of the creative economy of Kyrgyzstan, determine the classification of creative industries, and create a park of creative industries. In addition, the Cabinet of Ministers will have to develop a package of regulatory legal acts aimed at the development of creative industries, as well as the functioning of the park of creative industries until October 1, 2022. In particular, the draft law on the Park of Creative Industries of the Kyrgyz Republic will be submitted to the Parliament for consideration.
