Kyrgyzstan asks Russia for another amnesty for labor migrants

Speaker of the Parliament of Kyrgyzstan Talant Mamytov called on the Russian side to consider the possibility of another migration amnesty for citizens of Kyrgyzstan in 2022. He stated it at a meeting with Chairwoman of the Federation Council of the Federal Assembly of Russia Valentina Matvienko.

The conversation took place in the city of Almaty (Kazakhstan) within the framework of the meeting of the Council of the Interparliamentary Assembly of the CIS member states held on the occasion of the 30th anniversary of the organization.

He noted that Kyrgyzstan welcomes the decision of the Russian side to lift restrictions on regular flights from the Kyrgyz Republic, and suggested considering the issue of lifting restrictions on the entry of Kyrgyzstanis into Russia through roads and railways.

Talant Mamytov also asked to ease the migration requirements for Kyrgyzstanis, recalling that one of the main points of the agreement on the EAEU is the freedom of movement of goods, services, capital and labor force.

Valentina Matvienko expressed confidence that the controversial issues would be resolved «in a positive way», since Russia is «interested in strengthening relations with Kyrgyzstan in all areas.»

According to the latest official data, 1,118 million citizens of Kyrgyzstan work in foreign countries, a million of them — in Russia. According to the National Bank of the Kyrgyz Republic, in 2021 migrants transferred $2.7 billion to Kyrgyzstan. These figures exceeded the volumes of 2020 by 16 percent.

As of February 2022, about 76,000 Kyrgyzstanis are banned from entering Russia, but experts say that there are many more people on the blacklist.
