About $3 million to be spent on digitalization of healthcare system

About $3 million will be spent on digitalization of the healthcare system in Kyrgyzstan. The Deputy Minister of Health for Digital Development Bakyt Dzhangaziev told 24.kg news agency.

According to him, not a single som has been spent on the healthcare information system from the state budget.

«All systems are created with the help of development partners or at our own expense, within the wages of the e-Healthcare center. The total financial need, according to the report of the international mission, was about $2-3 million. Last year we used these funds for creation of fundamental systems, study of information and development of information systems. This year we spend money on the introduction of these information systems, as well as on services that citizens need,» the Deputy Minister said.

Bakyt Dzhangaziev noted that the ministry is taking active measures to digitalize healthcare. Several information systems have been launched, all of them are centralized.

«For example, this is the laboratory information system ilab.med.kg, which allows to optimize the work of laboratory staff, and also helps to reduce the number of contacts between patients and healthcare. The services have been already introduced. Laboratories that are already connected to the ILab system automatically transfer data to the central storage, and people who have underwent the tests can remotely get the results,» the Deputy Minister emphasized.

The next information system is the digital health profile, which integrates several information systems.

«The digital profile of a citizen includes: a laboratory information system, a database for recording outpatient visits, hospitalization and vaccination. Thanks to this system, we can abandon paper outpatient cards and completely switch to the digital format,» Bakyt Dzhangaziev said.

At the same time, he noted that there are certain problems that hinder active implementation of digitalization in the healthcare system.

«First of all, this is the poor equipping with the necessary infrastructure: there are no computers and the Internet access. Provision with them in Bishkek reaches 50 percent. The second point is the digital literacy of the population and health workers. The population often cannot get their data remotely. Citizens do not have electronic digital signatures and cannot access their information,» Bakyt Dzhangaziev said.

He noted that in order to solve these problems, the ministry conducts information campaigns.
