Russian government bans export of grain, sugar to EAEU, third countries

The Russian government has imposed a temporary ban on export of grain to the countries of the Eurasian Economic Union (EAEU) until June 30 and export of sugar outside the EAEU until August 31. Interfax reports, citing the government press service.

«Russia is imposing a temporary ban on grain exports to the countries of the Eurasian Economic Union (EAEU), as well as on exports of white sugar and raw cane sugar to third countries. The decrees were signed by the Prime Minister Mikhail Mishustin. Restrictions on grain will be in force until June 30, on sugar — until August 31, 2022,» the statement reads.

The grain ban applies to wheat and meslin, rye, barley and corn.

The decision was taken to protect the domestic food market in conditions of external restrictions, the statement says.

The government notes that sugar and grain exports are subject to a number of exceptions.

«Thus, supplies of these products outside Russia will be possible, including for providing humanitarian aid, as well as in the framework of international transit,» the document says.

As the Deputy Prime Minister Victoria Abramchenko explained on Monday, export of grain within the export quota would be allowed under individual licenses. According to an explanatory note to the draft decree, the document determines the cases to which the temporary ban does not apply.

«In particular, the temporary ban does not apply to crops exported from the territory of the Russian Federation on the basis of one-time export licenses,» the document says.

Abramchenko also noted that sugar exports to the EAEU countries would be possible based on separate decisions of the Agriculture Ministry.
