The State Committee for National Security of Kyrgyzstan (SCNS) detained a Deputy Mayor of Bishkek Azat Uzakov. The SCNS confirmed the information to 24.kg news agency.
A corruption scheme for embezzlement of funds during construction of schools was revealed.
«Despite the fact that the lack of schools still remains a topical problem, unscrupulous managers, for the sake of their own selfish interests, deliberately endanger the health and lives of children, and also deprive them of the opportunity to get education,» the SCNS noted.
It was established that the Deputy Mayor of Bishkek Azat Uzakov, being the head of the Department of Construction, Transport and Communications of the Kyrgyz Republic, organized a corruption scheme to lobby the interests of an individual company.
«When financing the construction of a secondary school named after T. Karakeev in Kosh-Korgon village, Chui region, he, having entered into an agreement with employees of the State Construction Committee and the Chui Capital Construction Department, repeatedly promoted the interests of G.P.S. LLC. Thus, the requirements of the tender legislation and construction norms and rules were violated, as a result of which a fictitious commissioning of the facility was carried out. In fact, construction of the school has not been completed: the basement has not been put into operation, the canteen, sports hall, facade of the building are not fully made, the territory has not been landscaped, there is no fire safety system, and electrical work has not been completed,» the SCNS noted.
Damage to the state budget amounted to 10.8 million soms.
Deputy Mayor of Bishkek Azat Uzakov, head of the Department of Housing and Civil Construction of the State Construction Committee and the General Director of G.P.S. LLC have been detained and placed in the pretrial detention center.
The state committee added that they conduct similar inspections in relation to all schools built at the expense of the state budget, grant and donor funds.
Azat Uzakov was in charge of transport, urban planning and architecture. He was appointed in September 2021. There is practically no information about him in open sources. It is known that he is 34 years old and in May 2021 he was appointed the head of the Department of Construction, Transport, Roads and Communications of the Presidential Administration.
