The prosecutor of Leninsky district of Bishkek opened a criminal case on the fact of torture of musician Vikram Ruzakhunov in Kazakhstan. Lawyer Nurbek Toktakunov wrote on his Facebook page.
According to him, everything depends on the interaction of the Kazakh and Kyrgyz law enforcement agencies within the framework of the Chisinau cooperation agreements.
«This means that the paragraph of the Constitution of the Kyrgyz Republic that the state protects its citizens outside the country starts working. If the Kazakh authorities do not punish Vikram’s torturers, then our authorities will have to find and punish them. But it is only fair to say that the Kazakh Anti-Corruption Agency also began its investigation into this atrocity,» Nurbek Toktakunov wrote.
After the riots in the Republic of Kazakhstan, according to official information, five citizens of the Kyrgyz Republic were detained. Among them was the musician Vikram Ruzakhunov, who was released the next day. Four more compatriots were released on January 15. Vikram Ruzakhunov admitted that he was tortured during detention in Almaty.
Later it became known that another Kyrgyzstani, Talgat Temirkan uulu, has been kept in detention center 13 in Taraz (Kazakhstan) since January 28.
