Protocol signed following meeting of delegations of Kyrgyzstan and Kazakhstan

A protocol has been signed after the first meeting of the working group on trade and economic cooperation between Kyrgyzstan and Kazakhstan. Press service of the Cabinet of Ministers of Kyrgyzstan reported.

The issues of mutual trade and measures to increase trade turnover, construction of an industrial trading and logistics complex in the area of road border checkpoints Ak-Tilek and Karasu and wholesale and distribution centers in Kyrgyzstan were discussed at the meeting. An agreement was reached on operative information interaction of the authorized bodies of the parties on the issued conformity assessment documents.

The parties also decided to hold meetings on problematic issues on a quarterly basis.

During the discussion of cooperation issues in the field of transport and transit, participants of the working group agreed on provision by the State Tax Service of Kyrgyzstan of goods exported to the EAEU countries with electronic invoices from February 16, 2022. In the absence of electronic invoices for transported goods, the State Revenue Committee of the Ministry of Finance of Kazakhstan conducts control measures.

When importing goods from Kyrgyzstan to Kazakhstan by risky vehicles, control measures are carried out at the point of destination.

At the same time, the State Revenue Committee of Kazakhstan from April 1, 2022, when exporting goods to Kyrgyzstan, will ensure the availability of electronic waybills for transported goods. In case of their absence, the State Tax Service will take control measures.

To ensure the unhindered transit of goods, the parties will work out the issue of introducing amendments to the administrative and criminal legislation of the parties in terms of exclusion of liability when importing goods under the customs transit procedure.

At the same time, the heads of delegations agreed on the installation of monitors in the offices to monitor the situation with the passage of goods at the Kyrgyz-Kazakh state border in real time.

The parties agreed to open a representative office of the Customs Service of Kyrgyzstan in Kazakhstan.

As part of strengthening cooperation between fiscal authorities to reduce violations in mutual trade, the two countries agreed to accelerate the adoption of measures in accordance with national legislation with respect to their exporters. They agreed to exchange information on exporters who underestimate the value of goods.

«As a result of the meeting, the final protocol and action plan on bilateral cooperation between the authorized bodies of Kyrgyzstan and Kazakhstan to prevent the issuance and distribution of documents on the assessment of conformity issued with violations were signed. At the same time, the parties agreed to hold the First Interregional Forum and the next meeting of the Business Council in the framework of the forthcoming events at the highest and high levels in 2022. The next meetings of the working group will be held, as agreed, on a regular basis in various cities, as well as in border areas, including checkpoints,» the statement says.
