Prosecutor’s offices of Kyrgyzstan have received 68 allegations of torture for 5 months of 2020. Human rights activists informed 24.kg news agency.
The Coalition against Torture specified that almost all defendants in torture cases are charged under two or even three articles of the Criminal Code.
«Kyrgyzstanis are usually acquitted under Article 305-1 «Torture» of the Criminal Code. Suspects are held liable under another article — «Excess of authority (power)» and get off with a fine,» the organization noted.
Activists added that first instance courts issued decisions in respect of 96 people accused of torture and ill-treatment.
At least 37 people were acquitted under the Article «Torture»; proceedings were discontinued in two cases.
The fate of other 45 defendants is still unclear: whether they were convicted, acquitted, or their cases were sent for further investigation.
