An Environmental Code has not yet been adopted in Kyrgyzstan. Deputy Chief of the Chui-Bishkek Territorial Administration of the State Agency for Environment Protection and Forestry Emilbek Umuraliev said at a round table discussion.
According to him, there is no need to develop and adopt a separate law aimed at protection of green spaces.
«A draft environmental code has been initiated in the last five or six years, but we still cannot adopt it. It is better to include green areas, as well as land and water resources in separate sections, because these issues should be considered comprehensively. It is necessary to speed up the adoption of the Environmental Code,» Emilbek Umuraliev stressed.
However, the round table participants objected that this would be a framework regulatory act that would not be able to regulate all issues. Lawyer Gulnara Kalikova cited neighboring Kazakhstan as an example.
«They included this issue in the environmental code and regretted. In practice, this is a different regulation. Now they want to make a separate law,» she said.
