Kyrgyzstan fails to improve its position in Corruption Perceptions Index 2018

Kyrgyzstan, like in 2017, scored 29 points out of 100 and took the 132nd place among 180 countries included in the Corruption Perceptions Index 2018. The index is compiled by the international non-governmental organization Transparency International.

The position of Kyrgyzstan in the index remains stable. In 2017, the republic took the 135th place with the same number of points. This is due to changes in other countries and the inclusion or exclusion of some states from the index.

A result below 30 indicates that the government should intensify its efforts in the fight against corruption.

Problems associated with the anti-corruption policy of Kyrgyzstan are mainly due to the lack of responsibility at various levels of government, which in its turn is the result of the lack of an effective system of checks and balances between the branches of government.

«Little attention is paid to preventive measures, issues of ensuring transparency and accountability are moving very poorly. Implementation of departmental plans to counter corruption is carried out very formally and non-publicly. The effectiveness of the measures taken in relation to the monitoring of the declarations of assets of public officials remains questionable. In addition, Kyrgyzstan is threatened with exclusion from the Extractive Industries Transparency Initiative,» the report says.

The judicial system faces many problems. Inconsistent legislation, internal and external interference, lack of openness of the system, lack of responsibility and poor management in the judicial system pose a direct threat to the independence of judges and significantly increase the risks of corruption.
