Kyrgyz deputies with other citizenship to be charged with criminal offence

Deputies, judges, executive officials will be charged with criminal offence for concealing information about other citizenship. The draft bill was submitted for public discussion. Its author is a deputy from SDPK parliamentary faction Dastan Bekeshev.

According to him, the Prosecutor General’s Office should initiate a criminal case under the article «Forgery.» The Central Election Commission of Kyrgyzstan can not check the existence of any other citizenship. But this should not exempt of liability those, who have hidden information about a passport of another state.

He noted that it is extremely difficult to detect other citizenship. To this end, according to the parliament member, it is necessary to apply to many countries for a special agreement. But there are also alternative options. Dastan Bekeshev suggests not to sign agreements with the states on checking persons, holding political offices and other positions for the presence of other citizenship, that is, leaving everything as it is, and to bring to justice only if information on the availability of other citizenship of this or that political figure appears.

He believes that agreements should be concluded with the countries, citizenship of which can be of interest to our citizens: Russia, Kazakhstan, Uzbekistan, Tajikistan, China and Turkey.

«The bill has a warning character. It should be noted that according to the legislation of Kyrgyzstan all state and municipal employees, judges, law enforcement and fiscal officials are prohibited to have any other citizenship. This is more than 50,000 people,» background statement says.

After the arrest of ex-deputy Asylbek uulu Damirbek in Almaty, it became clear that he also has the citizenship of Kazakhstan. He was deprived of his deputy seat for this. The Parliament and the Central Election Commission have started talking about criminal responsibility for such an offence.
