Kyrgyzstan legalizes online registration of property

President of Kyrgyzstan Almazbek Atambayev signed a law on the introduction of online registration of real estate in the country. Information Policy Department of the President reported.

Changes relate to Article 18 of the law and introduce a norm that the local registration authorities also accept applications in online mode in the manner, determined by the Government of the Kyrgyz Republic.

The mentioned above amendment will simplify the access to a single real estate database for users and will minimize contact with the staff of a registration body and lead to a reduction in corruption. The Government needs to develop a procedure for acceptance of statements by local registration authorities.

The new law is designed to fulfill the step by step plan of actions on dismantling systemic corruption in the Department of Cadastre and Registration of Rights to Immovable Property.

Presidential Administration

Under the new law, state authorities and local authorities, that draw up and issue entitling and defining rights documents (except for subsoil) in accordance with the current legislation in the field of registration of rights to immovable property and transactions with them, are obliged within five days to send copies of these documents to the local registration authorities at the location of the real estate unit in electronic variant and / or on paper.

«Responsible authorized person will be brought to administrative responsibility for failure to submit or untimely sending of certified copies of entitling and defining rights documents," statement said.

The law comes into effect seven days after the date of its publication.
