Chairman of the State Committee for National Security of Kyrgyzstan (SCNS) Kamchybek Tashiev opened the expanded and renovated Osh — Nookat highway. The press service of the Plenipotentiary Representative of the President in Osh region reported.
The event was also attended by the Plenipotentiary Representative Elchibek Dzhantaev, Minister of Transport and Communications Absattar Syrgabaev, heads of district state administrations and local residents.
Kamchybek Tashiev noted that construction of this road began more than ten years ago, but it could not be completed.
«The residents of Nookat and Batken suffered because of this. The President gave us the order to complete the construction of the road this year. I was here three months ago and met with the heads of the relevant departments. Today we are opening the Nookat section of Osh — Razzakov road,» he said.
Elchibek Dzhantaev noted that the condition of the said road was deplorable and created, in addition to traffic jams, inconveniences for the population. According to him, 112.6 kilometers of the highway were paved in the region in 2023. Over the first nine months of 2024, at least 99.11 kilometers of asphalt have been laid. Of these, 17.53 kilometers are the Nookat section of Osh — Batken — Razzakov highway. The rest of this highway will be built in 2025.
The constructed road of international importance is four-lane. Lighting, irrigation, landscaping along the highway and sidewalks are provided.
In July 2024, the head of the State Committee for National Security ordered the completion of the road and bridge construction in Nookat by October.
On August 30 last year, former head of the Ministry of Transport Tilek Tekebayev announced the completion of the asphalt paving of Osh — Batken — Razzakov (Nookat) highway. But then the ministry built only 13 kilometers of 47 kilometers of the road.
According to the Cabinet of Ministers, the Japan International Cooperation Agency (JICA) allocated a total of $133.58 million for the construction of Osh — Batken — Razzakov highway, $50 million of them were for the construction of the road in Nookat (from the 28th to the 75th kilometer).
Member of the Parliament Aibek Osmonov was indignant that the Ministry of Transport had not held a tender for the construction of the highway for five years, although donors had already allocated $110 million. Then the deputy head of the ministry, Yrysbek Bariyev, responded that they decided to build 13 kilometers of the road in Nookat at the expense of the state budget.
