Russia tightens rules for foreigners staying on its territory

The Ministry of Foreign Affairs of Kyrgyzstan draws attention to important changes in Russian legislation aimed at strengthening control over the stay of foreign citizens in the Russian Federation.

According to the ministry, from January 1 of next year, the Federal Law of Russia will come into force, according to which foreigners, who do not have the appropriate permits (temporary residence permit, residence permit, employment or civil law contract) will be able to stay in the Russian Federation for no more than 90 days during one calendar year.

In connection with this, foreigners working in Russia without an employment contract by exiting/entering and resetting their migration history will no longer be able to use this practice.

In addition, another Federal Law will come into force from February 5, 2025, according to which a regime of expulsion from the Russian Federation of foreign citizens, who do not have legal grounds for staying on its territory, is introduced.

In the event of application of the expulsion regime, the foreigner will be included as a controlled person in the relevant register and is obliged to promptly fulfill the established requirements. If a controlled person repeatedly (two or more times) fails to fulfill the established obligations, decisions are made regarding their deportation and placement in a special institution.

It is important to note that foreign citizens, who were staying in Russia without legal grounds before the amendments came into force and who did not regulate their legal status, will be included in the register of controlled persons.

The Ministry of Foreign Affairs calls on Kyrgyzstanis to carefully read the changes in the migration legislation of the Russian Federation and promptly contact the competent authorities of the Russian Federation to regulate their legal status in order to avoid negative consequences.
