The draft law «On Technology Parks» was approved by the Parliament of Kyrgyzstan in the third reading.
«The strategic guideline for the country’s development is the emphasis not only on large projects in the field of energy and mining, but also the transition to an innovative type of economy based on transfer and the development of advanced production technologies,» the background statement to the bill says.
The draft law determines a list of state support measures that can be provided to residents of technology parks in Kyrgyzstan, including the provision of state guarantees, subsidies from the republican or municipal budgets, the transfer of state or municipal property for rent, establishment of taxation features, etc.
It also envisages a clear system of control by government authorities over the activities of technology parks and their residents. To begin with, a register of technology parks will be created. Government agencies are given the right and opportunity to constantly monitor and evaluate the activities of each technology park included in the register.
For residents included in the register, the same bill determines a list of state support measures, including the provision of state guarantees, subsidies, transfer of state or municipal property for rent, the establishment of taxation features, and so on.
The draft law provides for the use of public-private partnership principles.
