It is planned to create a Science Fund of the Ministry of Education in Kyrgyzstan. The draft resolution of the Cabinet of Ministers has been submitted for public discussion.
Previously, the legislation provided for state funding of scientific and scientific-technical activities from the funds of the National Science Fund under the Ministry of Education. But it was never created.
It was assumed that the fund would be a separate legal entity, and this entailed the introduction of additional staff, material and technical base and remuneration of employees. That is why, and due to lack of funding, the fund was not organized.
The Law on Science in a new variant came into force on August 15, 2023. It provides for creation of a Science Fund of an authorized government agency, which will greatly simplify the mechanisms of its activities and the implementation of its goals. The funds of the fund and their distribution, management mechanisms are clearly defined.
The Science Fund is created in the ministry without the status of a legal entity. To carry out its activities, budget, special and deposit accounts are opened in the treasury system.
The fund will promote the development of science and the introduction of promising developments into production.
Taking into account innovations in the field of science, a number of normative legal acts have been developed, including regulations on the science fund of the Ministry of Education, regulations on the procedure for implementing basic, program-targeted and grant financing of scientific and scientific-technical activities, regulations on the procedure for organizing and conducting independent scientific and scientific and technical expertise.
