The son of the leader of Uyghur diaspora Ittipak and the founder of Madina market, Tursuntai Salimov, Ilshat, has been put on the wanted list. The press center of the State Committee for National Security of Kyrgyzstan (SCNS) reported.
He was charged in absentia under Articles 263 (financing organized groups and criminal communities), 224 (coercion to complete a transaction or refusal to complete it using blackmailing or under the threat of violence, committed by a group of persons by prior conspiracy and causing grievous harm through negligence) of the Criminal Code of the Kyrgyz Republic. Ilshat Salimov was involved in financing members of the organized crime group of Kamchybek Asanbek (Kamchi Kolbaev), as well as money laundering.
According to the security services, Salimov Jr., using the influence of the criminal boss, through threats, illegally deprived his partners of shares in various business projects, after which he bought land plots at the expense of the profits and, under the guise of equity participation, subsequently sponsored Kolbaev’s organized crime group.
It should be noted that the Salimovs actively enjoyed the patronage of Kamchi Kolbaev and all construction projects were carried out with his support.
In 1995, Madina LLC (owner Tursuntai Salimov) acquired the building of the former kindergarten No. 155 in Vostok-5 microdistrict, 18/1 from Kyrgyz Worsted Cloth Factory JSC. Prado recreation center is located there now. The cost of the object is $5 million. The procedure for privatizing the preschool educational institution was carried out in violation of the law.
«Subsequently, Tursuntai and Ilshat Salimov, pursuing the goal of legalizing illegally obtained property, entered into an agreement with one of the construction companies for the construction of a premium multi-story residential building. One of the conditions for the start of construction of a multi-storey building was the provision of an expensive apartment by the construction company (cost: $500,000) as a guarantee of completion of the construction of the residential building. Subsequently, due to the impossibility of obtaining permits for the construction of a residential building on the territory of the former kindergarten, the contract was terminated. However, Ilshat Salimov refused to return the apartment provided and, together with Kamchybek Asanbek, by putting pressure on entrepreneurs, illegally took possession of other people’s property,» the statement says.
This apartment was later exchanged for a plot of land in Cholpon-Ata, where a shopping center was built on the site of the former Zodiac casino.
In addition, T.S. Group, one of the founders of which is Ilshat Salimov, illegally withdrew warehouse premises with a total area of 4.5 hectares worth about $11.5 million from Kyrgyz Worsted Cloth Factory JSC.
«Along with these facts, irrefutable evidence was obtained of the involvement of the Salimovs in the illegal activities of Kamchybek Asanbek and his criminal group. In particular, Ilshat Salimov owns a cottage in Kaganat Resort worth $600,000. It is located next to the cottage of Kamchybek Asanbek. He also owns another cottage in Kaganat Resort under construction for $700,000,» the SCNS reports.
In addition, Ilshat Salimov has several expensive apartments in the city center with a total value of about $700,000 and is the owner of a number of different LLCs specializing in cargo transportation, catering, construction and other activities.
He is currently wanted. Investigative and operational measures are being carried out to detect additional assets of the Salimovs acquired through criminal means.

Tursuntai Salimov was detained and placed in a pre-trial detention center of the SCNS. As part of the criminal case, the founder of Madina market was charged under Article 261 «Creation of an organized group or participation in it» of the Criminal Code of the Kyrgyz Republic. On the same day, the Pervomaisky District Court remanded him in custody until December 4. The next day, Tursuntai Salimov was transferred for treatment to Bicard private clinic.
