Ombudsperson of Kyrgyzstan Jamilya Jamanbayeva appealed to the Commissioner for Human Rights of Kazakhstan, Artur Lastev, for help in providing assistance in protecting the rights of citizen of Kyrgyzstan Ermek Markabaev, who was detained by law enforcement officers of the Republic of Kazakhstan in Almaty. Earlier, Ermek Markabaev’s sister, Zhyldyz, contacted the Ombudsman’s Institute. She asked to protect her brother’s rights and provide assistance in returning him to his homeland.
As it is known, the executive director of one of the largest markets in Almaty Altyn Orda, Ermek Markabaev, was detained by law enforcement officers of Kazakhstan on June 2.
According to the lawyer, he was detained in violation of the law of the neighboring state. A video of his arrest was published on social media. According to the lawyer, the video shows how a package with powdery substance is thrown into Markabaev’s pocket.
The Institute of Ombudsman sent a request to the Ministry of Foreign Affairs with a call to ensure the protection of the rights of citizens of Kyrgyzstan. The department, in turn, responded that they were taking measures to provide legal and consular services, and that relevant notes had been sent through diplomatic channels.
Employees of the Consulate General of the Kyrgyz Republic had a conversation with the detainee. Ermek Markabaev said that drugs were planted on him to put pressure; he was blackmailed and intimidated, and threatened to take away 20 percent of the market.
Ombudsman sent an official request to her Kazakh colleague on September 5; on September 8, the letter was handed over to the relevant employees of the Ombudsman’s Institute of Kazakhstan.
