Deputy proposes to cancel licensing of kindergartens, certification of teachers

Deputy of the Parliament of Kyrgyzstan Zhanar Akayev proposes to abolish licensing of kindergartens and certification of teachers in schools. He announced this at a meeting of the parliamentary committee on social policy.

The deputy presented the draft law «On Education» in the first reading. He noted that, according to the National Statistical Committee, only 24 percent of children under six go to kindergartens in Kyrgyzstan.

«If an entrepreneur wants to open a kindergarten, he must submit certificates from 14 authorities! Licensing of newly opened preschool institutions was canceled in Kazakhstan and Uzbekistan. This bill provides for such a provision. An entrepreneur opening a kindergarten only needs to notify the fire and sanitary services,» Zhanar Akayev said.

He also touched upon the issue of school inspections and certification of teachers. «Certification does not change the quality of education, but it causes a lot of trouble. We propose to stop the certification of teachers, and create a department for the development of quality, which will control the teachers,» the deputy noted.

He noted that school directors and teachers support the initiative of the deputies.
