The State Committee for National Security of Kyrgyzstan (SCNS) caught the director of the Anti-Corruption People’s Movement Public Association red-handed when taking a bribe. Press center of the SCNS reported.
The head of this association is Almazbek Kankuliev.
It was found out that the director of the Anti-Corruption People’s Movement extorted money for stopping the audit of the financial activities of the head of Kichi-Kemin rural administration, which, on his initiative, are being considered by the police department of Kemin district.
Almazbek Kankuliev, using the status of a public association, under the guise of connections in law enforcement agencies, periodically requested data on the expenditure of budget funds and other information of interest from state institutions and local self-government bodies. When receiving refusal to comply with his requests, he threatened with an audit, systematically extorted money by initiating applications to the prosecutor’s office and the Accounts Chamber.
In addition, Almazbek Kankuliev offered cooperation to contractors, promising them a positive decision in tenders, for which he demanded 10 percent of the amount of the announced tender. In case of refusal, he also threatened to make efforts to initiate an audit of their organization.
By his actions, the detainee caused dissatisfaction of the heads of state and municipal institutions, as well as private organizations.
A criminal case has been initiated under Article 208 «Extortion of a bribe». The director of the Anti-Corruption People’s Movement was placed in the temporary detention center of the SCNS, and investigative and operational measures are being carried out.
