The Ministry of Defense of Kyrgyzstan is going to amend the law on the universal conscription of citizens of the Kyrgyz Republic, on military and alternative service. The document was submitted for public discussion.
The Defense Ministry explained that «the changes were developed in order to create a legal basis for curbing the drain of young professionals, in particular career officers, who graduated from higher military educational institutions.»
It is clarified that the relevance of the proposed bill is due to the fact that the budget money spent on the training and material support of military personnel must be converted to the benefit of the state through the involvement of qualified specialists for their intended purpose and the effective application of the knowledge and skills they have acquired during training.
The main element of the officer corps of the Armed Forces are the positions of unit commanders with the rank of captain-lieutenant colonel.
According to the current law, a military service contract is concluded for five years after graduation from a military educational institution, which leads to an outflow of personnel in the rank of captain. This negatively affects the overall combat capability of the army.
«At the same time, it must be taken into account that significant amounts are spent on the training and material support of military personnel from the republican budget. Cadets are provided with clothing, monetary allowance, food. Those having families are compensated for the costs of temporary housing. The amounts spent on the maintenance of the barracks and housing stock and the remuneration of the teaching staff of the Military Institute of the Armed Forces of the Kyrgyz Republic should also be taken into account,» authors of the amendments note.
The Ministry of Defense proposes to increase the period of military service under the contract for graduates of higher military educational institutions from five to ten years.
