Kyrgyzstan urges to punish EAEU countries for violation of market rules

«To date, there are problems in the Eurasian Economic Union that impede the development of integration. This requires to take decisive measures, especially in matters of removing barriers,» Akylbek Japarov, Chairman of the Cabinet of Ministers of Kyrgyzstan, said at a meeting of the Eurasian Intergovernmental Council in an expanded format.

According to him, in his address to the heads of state in early 2022, Chairman of the Supreme Eurasian Economic Council, Sadyr Japarov, outlined a number of tasks and directions, including ensuring the four freedoms in the Union. At a meeting of the Supreme Eurasian Council in Bishkek in May 2022, the Heads of State of the Union also noted the issue of removing barriers in the domestic market as priority.

We believe that the rules for free movement of goods, services, labor and capital should be clear, understandable and enforceable.

«There is a need to develop and introduce measures of responsibility for violation of such rules. In particular, it is necessary to fully implement and strengthen the competence of the Eurasian Economic Commission, which today is the only body in the Union that monitors implementation by member states of the right of the Union. In fact, it is the arbiter of our disputes in matters of trade in goods and services, the movement of capital and labor resources. The mechanisms for removing barriers should fully use the competence of the court of the Union,» Akylbek Japarov believes.

At the same time, he proposed to introduce instruments of responsibility and imposition of penalties for violations of the general rules of functioning of the internal market.

«Our economic union should be an example for other associations in terms of functioning of the internal market. Therefore, I propose to step up work in this direction and prepare proposals, taking into account the need to change the legal framework of the Union by the next meeting of the Supreme Eurasian Economic Council, which is scheduled for December 2022 in the capital of Kyrgyzstan in a face-to-face format,» Akylbek Japarov said.
