Presidential decree on the convocation of the People’s Kurultai also approved a provisional regulation on it. Press service of the head of state reported.
It determines the procedure for organizing and carrying out its activities before the legislative regulation of the legal status of the kurultai.
The document states that the People’s Kurultai is a public representative, advisory and supervisory assembly of the people’s representation. It ensures coordination of socially significant interests of citizens of Kyrgyzstan, local communities, local governments and state authorities to address the most important issues of economic and social development of society and the state. It is also needed to ensure national security, protect the rights and freedoms of citizens, develop civil society, spiritual and ideological issues.
People’s Kurultai is held to discuss issues related to the activities of state authorities and local governments. It is convened to address issues of the humanitarian and cultural development of Kyrgyzstan, development of national culture, language and revival of the national heritage of the Kyrgyz, preservation of the traditions and heritage of the peoples of the country. In addition, it can be held to discuss issues of relations between the state and religious denominations, ecology and rational use of natural resources, resolving interregional and interethnic disputes and conflicts, and adapting national traditions and customs to the realities of modern life.
«The People’s Kurultai contributes to the preservation and development of cultural identity, preservation and support of the sustainable development of the Kyrgyz state and society, improving the quality of life, consolidation of society around the implementation of national interests. The President of Kyrgyzstan annually addresses the People’s Kurultai with an annual message on the state of affairs in the country and the main directions of domestic and foreign policy. Representatives of territorial, professional, ethno-cultural and confessional communities of Kyrgyzstan have the right to participate in its work,» the statement says.

Sadyr Japarov decided to convene the first People’s Kurultai on November 25, 2022. He also expressed regret that the deputies did not adopt the relevant bill before summer break and explained why it is now necessary to convene the People’s Kurultai.
