The President of Kyrgyzstan signed a decree on convocation of the People’s Kurultai. Press service of the head of state reported.
In accordance with the Constitution and laws of the Kyrgyz Republic, citizens have the right to participate in the discussion and adoption of laws, decisions of republican and local significance. They also have the right to hold kurultais, which is a historical tradition of the Kyrgyz. The People’s Kurultai is a socially representative, advisory, supervisory assembly that makes recommendations on the directions of social development.
Kurultai is convened to further strengthen interethnic harmony, consolidate civil society and promote social mobilization in Kyrgyzstan, and also taking into account that the country is on the verge of new global and regional challenges and problems, the solution of which requires participation of all local communities through their representatives. The President also believes that there is a need to ensure a national dialogue to unite all nationalities and ethnic groups that make up the population of Kyrgyzstan.
Sadyr Japarov decided to convene the first People’s Kurultai in the city of Bishkek on Friday, November 25, 2022.
The President also approved the composition of the organizing committee for holding the People’s Kurultai. It must organize the work on the election of delegates of the kurultai from aiyl aimaks and cities, labor migrants, confessional communities. It is also necessary to organize the kurultai itself and develop a draft of its regulations. The Cabinet of Ministers and the Department of Presidential Affairs were instructed to resolve financial and other organizational and technical issues related to the organization and holding of the People’s Kurultai at the expense of the reserve funds of the Chairman of the Cabinet and the head of state.
State Secretary of Kyrgyzstan Suyunbek Kasmambetov was appointed a Chairman of the Organizing Committee. The organizing committee for the first People’s Kurultai includes:
- Beishenbek Abdrazakov, member of the working group for development of the draft constitutional law on the People’s Kurultai;
- Advisor to the President and head of the working group on the draft law on the People’s Kurultai Cholponbek Abykeev;
- Presidential Advisor, Chairman of the Constitutional Conference in 2020 Bekbosun Borubashov;
- Zamirbek Aitiev, expert of the Department of Legal Support of the President and the Cabinet of Ministers;
- Abdrakhman Alymbaev (Bayas Tural), member of the working group for development of the draft law on the People’s Kurultai;
- Cholponkul Arabaev, member of the working group for development of the draft law on the People’s Kurultai;
- Kubanychbek Duisheev, member of the working group for development of the draft law on the People’s Kurultai;
- Kadyrali Koshaliev, member of the working group for development of the draft law on the People’s Kurultai;
- Bilim Raiymkulov, Chairman of the Council of the Bar Association of Kyrgyzstan;
- Head of the department for preparation of decisions of the President and the Cabinet of Ministers Aibek Dzhunushaliev;
- Murat Ukushov, head of the Department for Legal Support of the President and the Cabinet of Ministers;
