The Ministry of Economy and Commerce of Kyrgyzstan has developed a draft resolution of the Cabinet of Ministers «On some decisions in the field of gambling activity.» The document has been submitted for public discussion.
Its main task is to ensure state regulation of gambling activities, as well as to set requirements for gambling in gambling establishments and the procedure for licensing and monitoring their activities.
The State Service for Regulation and Supervision over the Financial Market will regulate the work of gambling establishments in the country.
At the same time, it is once again stated that citizens of Kyrgyzstan, foreigners under 21, or incapable foreigners will not be allowed to participate in gambling. At the same time, clients of gambling establishments will be prohibited from appearing there in a state of severe alcoholic or other intoxication, from filming, photographing without the permission of a gambling establishment, and also from entering the service area of the gambling establishment.
The Cabinet of Ministers has determined what types of gambling activities are allowed in the Kyrgyz Republic. These are a casino, a slot machine hall, a bookmaker’s office, a sweepstakes office, an online and electronic (virtual) casino. For the opening and official operation of each such institution, it is necessary to obtain a license.
Each player and their winnings will be registered by personal identification data. An electronic database will be created with online access to it by the authorized state body for the regulation of gambling activities. At the same time, casinos will keep data on the amounts won or lost by players secret and provide this information only to the authorized state body in cases provided for by law.
The organizer of gambling must form a mandatory reserve fund to cover potential losses, for protection against possible risks that may arise in the course of gambling activities. When combining several types of gambling activities, it will be necessary to form mandatory reserve funds for each type.
