Minister of Labor visits psychoneurological institution in Tokmak

The head of the Ministry of Labor of Kyrgyzstan suddenly checked the Tokmak Psychoneurological Social and Residential Care Institution No. 1. Press service of the ministry reported.

Kudaibergen Bazarbaev inspected the warehouse for food storage and met with employees and patients of the institution. The press service does not specify what conclusions the official made as a result of the inspection.

Last August, the National Center for Torture Prevention together with a 24.kg news agency journalist carried out an unannounced inspection there.

The journalist reported about the nauseating stench and unsanitary conditions in the canteen of the institution.

«There are flies everywhere and terrible unsanitary conditions. There is some substance boiling in the pots, which will be used to feed the patients today. Rice brew (there is no other word for it), gravy made from the cheapest canned fish, and noodle soup — that’s the whole diet. I did not take pictures of the meal itself. It was a heartbreaking sight. When the tables are set, the guests are let into the common room. For some reason I always want to call them prisoners. At the entrance, everyone is given a piece of bread. Someone immediately runs to the corner with it and eats it there. Those who are stronger, apparently, take the bread away from the weaker ones. Someone quickly sits down at the table and takes two portions. The administration is watching from the sidelines and does not interfere in what is happening,» the journalist told.

The Tokmak Socio-Neurological Social and Residential Care Institution No. 1 is located in Iskra village, Chui region. It is designed to provide social services for men over 18 years old with psychoneurological diagnoses. There are 275 people on full state support.
