Ministry of Health combines 11 laws into one - on health protection

The Ministry of Health of Kyrgyzstan has combined 11 laws into one — on health protection. The document was submitted for public discussion.

As the background statement says, the ministry has carried out an inventory of the legislation in the healthcare, which showed that it is too fragmented and has many normative legal acts, which contain duplicating norms. In addition, regulation of one area of health care is administered by different laws, which creates inconveniences in its enforcement; some of the normative legal acts are declarative in nature due to the lack of funding, appropriate technology and infrastructure, and so on.

As a result, the following norms and articles of 11 laws were integrated into a single document: «On protection of health of citizens in the Kyrgyz Republic», «On narcotic drugs, psychotropic substances and precursors (in terms of treatment)», «On psychiatric care and guarantees of the rights of citizens in its provision», «On cancer care for the population», «On transplantation of human organs and (or) tissues», «On healthcare organizations», «On diabetes mellitus», «On donation of blood and its components», «On protection of breastfeeding and regulation of marketing of products and means for artificial nutrition of children», «On the status of medical workers», «On reproductive rights of citizens and guarantees of their implementation».

The ministry noted that when integrating laws, the norms of existing legal acts were mainly used without expanding them, in some cases these norms were clarified, while duplicating provisions of each law were excluded.
