«I urge to speed up the work on switch to mutual settlements in national currency,» Akylbek Japarov, Chairman of the Cabinet of Ministers of Kyrgyzstan, said at a meeting of the Eurasian Intergovernmental Council in an expanded format.
According to him, the countries of the Eurasian Economic Union (EAEU) should immediately start developing and implementing joint projects in the industrial and agro-industrial sectors aimed at ensuring food security and import substitution, including in the high-tech area.
Another key area of sustainable development is targeted support for small economies.
«We do not have classical institutions and development funds. The Eurasian Development Bank works within the framework of business-oriented approaches with interest rates of commercial banks and a focus on making a profit. It is necessary to develop the foundations for functioning of a full-fledged development institution, which will be engaged not only in concessional and long-term financing of multi-purpose programs, but also in research work and the development of projects with a multiplier synergistic effect,» Akylbek Japarov added.
He also believes that the EAEU states should think about creating a Eurasian Anti-Crisis Fund under the auspices of the Union, aimed at achieving development goals with flexible and preferential instruments for financing the aforementioned development programs.
To begin with, the head of the Cabinet suggested looking at Russia’s experience in functioning of the Agency for Strategic Initiatives to support systemic projects and areas of cooperation. «Today we also considered other important issues that will allow us to solve a number of pressing problems and tasks. Thus, the successful implementation of the agreement on the use of navigation seals and the agreement on the traceability mechanism for goods imported into the customs territory of the Eurasian Economic Union will solve certain problems with the movement of goods within the integration association and their unhindered transit,» he noted.
Akylbek Japarov also drew attention to the fact that the accelerated development of e-commerce and the lack of unified regulatory mechanisms require development and convergence of approaches between the EAEU countries both in mutual and in foreign trade in goods on electronic platforms.
In this direction, a regulatory framework for regulating electronic commerce has appeared in Kyrgyzstan with the introduction of the new Tax Code.
«The issue under consideration today on amending the Union Treaty in terms of determining the collection of indirect taxes when providing services in electronic form is very timely. But this is only the beginning of our work. The Commission needs to determine further joint steps for cooperation in the development and regulation of electronic commerce,» the Chairman of the Cabinet of Ministers concluded.
