Parents who send their children to beg at crossroads should be held liable. Vice Mayor of Bishkek Victoria Mozgacheva said at a roundtable discussion on domestic violence.
She noted that a child begging for alms was found during one of the raids. «The parents were sitting nearby and watching. The child has been removed from the family, work is being carried out with the parents,» she noted.
Victoria Mozgacheva added that often parents also come to the crossroads themselves with small children. «But sometimes we cannot identify them, they have no documents, and we have no mechanisms to do it. At the last meeting of the headquarters we raised the issue of the responsibility of parents who send their children to beg at crossroads. After all, they allow children to pose a threat to their health first of all and hinder the road traffic. We were told by the Internal Affairs Department that it is possible to prosecute for causing a traffic accident, for non-fulfillment of parental duties. We will work on this issue,» she said.
