Launch of the 2nd stage of Safe City project postponed for two weeks

Launch of the second stage of Safe City project was postponed for two weeks in Kyrgyzstan. Vega Radio Engineering Corporation informed 24.kg news agency.

As part of the project, the corporation carries out installation, mounting, adjustment, launch and maintenance of equipment that records violations of the traffic rules.

Construction and installation works (CIW) are carried out in strict accordance with building codes, state standards, as well as the regulations and permits of state bodies of Kyrgyzstan.

«Engineering projects on the second phase have been submitted to Bishkek Main Architecture Department for approval on February 5, 2019. In the approval process, the Architecture Department made a proposal to lay communication and power lines for stationary AICs in a hidden (underground) variant. It turned out that there was no such technical possibility. So, there is no telephone cable sewerage designed for the installation of infrastructure and trunk equipment in the location of the traffic lights park,» the company explained.

Responding to the request of Vega on laying communication and power supply channels by the underground method, the Specialized Installation and Construction Department of the Main Road Safety Department informed that the laying of cable communications by the underground method would lead to destruction of the asphalt concrete pavement of carriageways of streets, sidewalks and cutting of green spaces.

Any land works, with the exception of emergency restoration works, are prohibited in the winter period.

After receiving negative opinions from competent state agencies, information was sent to the Bishkek Main Architecture Department. On February 26, it was decided to lay communication lines «over the air.»

As a result, the calendar plan for execution of the state contract for Safe City project was delayed for 14 days.

Work without an agreed project and permits from authorized state bodies is prohibited by regulatory documents of Kyrgyzstan.

Currently, Vega is completing laying of electric and communication lines to the locations of stationary AICs. An estimated completion date of laying the communication lines and power supply to the AICs at intersections is March 15-16.

The manufacturing plants produced the ordered equipment, carry out its metrological diagnostics, complete certification and prepare it for shipment to Kyrgyzstan.

In order to speed up the installation of the radio engineering equipment, Vega contracted with the air carriers for delivery «as soon as equipment is ready,» that is, the air cargo will come almost every day. After it, the equipment will be installed and connected to the system.

Recall, it was promised to equip nine more intersections with cameras by March 12.
