Children protection department offered to be created in Kyrgyzstan

«It is necessary to work out the issue of creating a child protection department at the Ministry of Labor and Social Development as a body responsible for implementation of the child protection policy and social work service for child protection at the local level,» the Vice Prime Minister of Kyrgyzstan Altynai Omurbekova said at a meeting on the prevention of cruel treatment and violence against children.

She noted that information about violence against children with a tragic outcome regularly appeared in the media.

Small children who are brought up in the absence of parents by relatives are not protected from their arbitrariness.

«People whom parents leave their children are not able to educate and adequately take care of them. There are people consuming alcoholic beverages among those with whom the children are left. As a result, children become victims of domestic violence,» said Altynai Omurbekova.

According to her, the lack of a proper system for detection, responding and monitoring of the situation with children left without parental care shows the imperfection of the protection system, the lack of systematic work of ministries and departments in detection of children left without parental care and in difficult situations.

She noted that it was necessary to develop a single, effective approach to solving the problem of preventing ill-treatment and violence against children, and to begin work on introducing changes to the relevant regulatory legal acts.

There is an urgent need to create a single information and analytical database of children in difficult situations, indicating the reasons why they are in this position.

«Not less important is the issue of informing the public about measures to ensure the safety of children. It is necessary to conduct more active explanatory work. No one should be indifferent to someone else’s misfortune. If someone has witnessed various forms of violence or has information of this nature, it is important to immediately respond by calling anonymously 111 helpline,» the Deputy Prime Minister noted.
