Violence against children: No criminal will escape punishment – Akylbek Japarov

«Only an educated nation becomes a true engine of country’s development,» Akylbek Japarov, Chairman of the Cabinet of Ministers of Kyrgyzstan, said, speaking at the Republican Pedagogical Conference of workers and managers of the education system in Kyrgyzstan.

He also reminded that August 23 was declared the Day of Mourning in the country in connection with the death of compatriots in the Russian Federation, and expressed deep condolences to the families and friends of the victims.

Akylbek Japarov stated that sustainability is the development of the state and society, while not exhausting all available resources for one’s own generation, but also preserving them for the future generations.

«It is education that makes it possible to learn how to live, gaining new knowledge, learning new skills and methods of thinking. Education provides an opportunity to respond to the challenges that the whole world and our country are facing today, being the basis for social peace and stability, economic development and nature conservation. It is an educated nation that becomes the true locomotive of the country’s development. But this becomes impossible if there are cases of violence against children and adolescents in society. Moreover, the statistics of child abuse, unfortunately, is growing,» he said.

The head of the Cabinet recalled that a law was signed on amending certain legislative acts, including the Criminal Code and the law on the basics of amnesty and the procedure for its application.

«Not a single criminal, who has committed a crime against a child, will be able to escape punishment, will not be released due to the expiration of the statute of limitations, because of mental illness, will not be released on parole or amnestied. The main thing for all of us: the whole society, parents, teachers and social workers, doctors and psychologists, policemen, judges, lawyers, human rights activists is to sound the alarm right away, not to miss a single suspicion of possible facts of violence and immediately respond, ruthlessly eradicating and preventing such cases,» he concluded.
