The Prosecutor General’s Office of Kyrgyzstan has established the causes of mudflows in Arstanbap village in Jalal-Abad region. Criminal cases have been initiated against some officials. The press service of the Prosecutor General’s Office of the Kyrgyz Republic reported.
«The Prosecutor’s Office of Bazar-Korgon district of Jalal-Abad region conducted an inspection to establish the causes and conditions of the mudflows that occurred in Arstanbap village. It was found out that officials of Bazar-Korgon Department of Urban Development and Architecture, Arstanbap aiyl okmotu and Bazar-Korgon branch of Cadastre state institution illegally transferred 15 land plots located in the water protection zone into private ownership from 2006 to 2019. After which, commercial facilities were illegally erected in the water protection zone of Arstanbap-Sai River,» the statement says.
Recall, mudflows hit Arstanbap village in Jalal-Abad region on July 23, 2024. They washed away the internal roads in the village and demolished light structures. According to the Prosecutor General’s Office, these buildings, erected in the water protection area, led to the rise in the water level in Arstanbap-Sai River.
Thus, due to the illegal actions of officials of Bazar-Korgon Department of Urban Development and Architecture, Arstanbap aiyl okmotu and Bazar-Korgon branch of Cadastre state institution, the state and individuals suffered damages in the amount of more than 24 million soms. The prosecutor’s office opened a criminal case under the article «Abuse of office» of the Criminal Code of the Kyrgyz Republic. The investigation is ongoing.
