When transferring convicted Kyrgyzstanis from prisons of foreign countries, Kyrgyzstan will execute the sentences of the courts of these countries. The corresponding bill was approved by the Parliament in the second reading.
As the background statement says, such a decision will help speed up the process of transferring convicts and minimize refusals from foreign states to the Kyrgyz Republic.
For example, if, according to the law of Kyrgyzstan, a milder punishment is provided for a crime committed by a citizen of Kyrgyzstan in Russia than in the Russian Federation, then the Prosecutor General’s Office is denied the transfer the convicted person. Therefore, the supervisory authority of the Kyrgyz Republic has to submit proposals to the Supreme Court of the republic regarding the acceptance for execution of sentences of Russian courts in the country.
The Prosecutor General’s Office submitted 288 such proposals to the Supreme Court for 11 months of 2023.
