«We have got rid of the fear of the state debt,» the head of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov said at a meeting of the Parliament.
Talking about the external debt, he noted that the budget must have a surplus to pay to creditors.
«To pay off the debt, we will have to take new loans. Therefore, we need a five-year «silence». This year we paid off the principal debt, excluding interest, in the amount of $344 million. Next year we will pay $400 million, in 2025 — $430 million, in 2026 — $390 million. By 2030, we have to drive up the economy, pay back all our debts. We have got rid of the fear of the state debt. But at the same time there should be no political upheaval in the country. Whoever does not want this, they are against an independent Kyrgyzstan. We will completely change the state policy on external debt, we will give money not for reforms, but for the real sector. We have surplus money, but we are directing it to the capitalization of JSCs, and for the first time we are directing funds to the payment of the principal debt. There is not a single amount coming from loans in the budget for 2024,» the head of the Cabinet said.
According to him, state property should bring profit.
«Previously, the heads of joint-stock companies tried to line their pockets by selling off the property entrusted to them. Some were jailed, some are still walking free. Now we are fighting corruption, I think officials no longer have the idea of stealing. The inventory showed that most of the JSCs were unprofitable. Now we have consolidated them and liquidated the unnecessary ones. And the first results of our work are 17.2 billion soms of profit from state property for the first nine months of 2023. This is 15 times more compared to 2020. We have increased income by 1,500 times,» Akylbek Japarov added.
