Not a single woman heads region, district or police department in Kyrgyzstan

There is not a single woman holding the post of head of a region or district in Kyrgyzstan. Deputy Minister of Labor, Social Security and Migration Nurdoolot Bazarbayev announced at a meeting of the Parliament.

During a discussion of a bill on punishment for violation of the principle of gender equality, deputy Akbokon Tashtanbekov asked what leadership positions women hold.

The official replied that women mostly work only at the deputy level.

«They are not among governors, akims, mayors. I have no information about aiyl okmotu. There are 76 women in our ministry, the gender quota has been preserved,» Nurdoolot Bazarbayev said.

Deputy Minister of Internal Affairs Oktyabr Urmambetov confirmed that there are also no women among the heads of the Internal Affairs Departments and the Regional Departments of Internal Affairs.

«We have 14 percent of our employees who are women. «In 2018, 797 women worked, in 2019 — 825, in 2020 — 827, in 2021 — 934, in 2022 — 939, in 2023 — 954,» he said.

It should be noted that amendments to the Law on State Guarantees of Equal Rights and Equal Opportunities for Men and Women are proposed.

The document states that the current version must be brought into line with the Constitution and gaps filled to create a more effective system of state guarantees to create equal rights and equal opportunities for men and women.

The draft new law is designed, the developers noted, to protect men and women from discrimination based on gender. Meanwhile, neither the Criminal Code nor the Code of Offences establishes direct liability for violation of the law.

The Criminal Code of the Kyrgyz Republic only penalizes coercion to sexual acts.
