Children of Central Asian migrants to get assistance in learning Russian

Russia has set a new procedure for educational activities related to the education in Russian schools of children who have little or no knowledge of the Russian language. Parlamentskaya Gazeta — departmental media outlet of the Federation Council of the Russian Federation reports.

It is noted that from now on educational institutions have the right to independently include in the curriculum courses, disciplines, additional general education programs for the study of the Russian language by children with little or no knowledge of the Russian language. As a rule, these are children of labor migrants from Central Asian countries.

In order to determine the need to organize such classes, educational institutions must conduct a diagnosis of students’ level of proficiency in the Russian language. The procedure for such diagnostics will be established by a local normative act of the educational institution itself. Thus, the education of children who speak Russian poorly is completely at the discretion of schools.

The corresponding norm, established by order No. 581, will be in force until September 1, 2027.

According to the Ministry of Education of the Russian Federation, the number of foreign minors receiving education in Russia has increased by 74,135 people since 2021. At the same time, 77 percent of them have a poor knowledge of the Russian language or do not speak it at all.

In June, the head of the Human Rights Council, Valery Fadeyev, proposed making Russian language proficiency a mandatory condition for migrants to receive benefits.
