The Bishkek City Hall plans to abandon the tender system for the purchase of goods and services. Mayor of the city, Emilbek Abdykadyrov, told at a meeting with residents of Sverdlovsky district.
According to him, this must be done in order to place personal responsibility on the officials of the City Hall.
«One person wins the tender, then he transfers the work to another, and as a result, no one does it on time. The President set a task for us and the Cabinet. We need to abandon tenders, because this is a collective irresponsibility. Changes are being made to the laws,» the mayor said.
Emilbek Abdykadyrov added that it takes two months to conduct tenders, which affects the timing of the work, and recalled that the City Hall built 15 schools and one kindergarten in a short time without tenders last year.
