EDB ready to support construction of waste processing plant in Bishkek

The Eurasian Development Bank (EDB) is ready to support the construction of a waste processing plant in Bishkek. Director of the Bishkek Development and Investment Promotion Agency Kurmanbek Moldokulov told at a briefing.

He recalled that the EDB and the City Hall signed a memorandum. The bank will assist the City Hall of the capital of Kyrgyzstan through a public-private partnership in the implementation of the city development program Bishkek-2026. Comfortable and Green Capital.

«The Eurasian Development Bank is ready to support the development of a feasibility study for a waste processing plant with a grant of up to $500,000. In addition, they expressed a desire to give investors a soft loan — up to 80 percent of the cost of the plant,» Kurmanbek Moldokulov said.

City Hall of the capital signed a protocol of intent to cooperate with the Czech consortium of companies HDT Impex s.r.o. and ReGreen s.r.o. and a roadmap for the implementation of a joint investment project for the construction of a waste processing complex.

The project for the reclamation of the Bishkek sanitary landfill and improvement of the situation with the disposal of municipal solid waste in the city began to be prepared back in 2011, the loan agreement was signed only in 2013, and ratified in 2015. As part of the project, EBRD and the European Union allocated €22 million in the form of a grant and a loan. A little over €6 million is left of the allocated amount.

In January, the Accounts Chamber revealed financial irregularities in the use of loans and grants under the project «Improvement of the Solid Waste Management System in Bishkek».

The prosecutor’s office opened four criminal cases on €22 million allocated in 2013 for the construction of a waste processing plant.
