Deputies of the Parliament propose to elect delegates of the People’s Kurultai for only one term. Deputy Zhanar Akayev announced it at a meeting of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations of Parliament.
According to him, the term of office of the kurultai delegates caused a dispute among the working group members. The authors of the bill on the People’s Kurultai propose to elect delegates for one year.
Zhanar Akayev suggested holding a separate voting on the controversial issue.
Adviser to the President Cholponbek Abykeyev noted that the status of the delegates would be determined after adoption of the bill.
«Delegates must be elected for one year. If an extraordinary kurultai is convened during the year, then delegates will have to be elected again. They have no status,» he said.
This draft law was rejected by the Committee on Constitutional Legislation, State Structure, Judicial and Legal Issues in May 2022.
The presidential administration again submitted the document for discussion in March 2023. After disputes, the Parliament removed the bill from the agenda and created a working group. On May 10, the Parliament adopted the version of the working group’s draft law in the first reading.
