Askar Sydykov: Business faces problems due to export restrictions

«The economy of our country, including business, is now facing macroeconomic difficulties due to restrictions on the export of certain types of products,» Askar Sydykov, Executive Director of the International Business Council (IBC), said at a meeting of the Advisory Council for the Protection of the Rights of Entrepreneurs and Investors under the Prosecutor General’s Office of Kyrgyzstan.

According to him, the problems are related to the difficulties in logistics, rising prices for raw materials and many other obstacles arising from the situation in the region and in the world.

«In the light of recent events, it seems that a special responsibility in enforcing the rule of law in relation to the country’s business lies with the prosecution authorities, in particular, the department for supervision over the compliance with the rights of entrepreneurs and the laws of the Prosecutor General’s Office,» the head of the IBC said.

In most cases, it is enough for business at least not to be interfered with. If the state cannot support business, then full observance of the legislation is important.

«It was recently announced that funding of the Institute of Business Ombudsman has been stopped. This means that the burden in the field of protecting the rights of entrepreneurs on business associations will increase, and the role of the Office for the Protection of the Rights of Entrepreneurs of the Prosecutor General’s Office will also increase,» said Askar Sydykov.

What can be done to strengthen the protection of investments and private property? First of all, give a signal to all state bodies — inspectors, law enforcement agencies and others about the responsibility for non-compliance with the law in relation to entrepreneurs, the IBC believes. A draft amendment to the laws has already been developed, which contains proposals for introducing into the Criminal Code special articles on impeding entrepreneurial activity. The proposals include an assessment of the damage caused to the country’s economy as a result of illegal actions against business entities.

Business positively assessed the unified portal for inspections of business entities, presented at the meeting.

«We hope that the digitalization of the business inspection system will help strengthen the legal protection of entrepreneurs. We will continue to work actively with the Advisory Council in order to improve the investment climate and protect private property in the country,» the head of IBC concluded.
