Agreement on use of navigation seals in EAEU enters into force

An agreement on the use of navigation seals in the Eurasian Economic Union (EAEU) to track shipments came into force. The Eurasian Economic Commission (EEC) reported.

The document was signed by heads of the EEU member states on April 19, 2022 in Moscow. Internal procedures necessary for the entry into force of the agreement have been implemented in all the states of the Union. The document has the status of an international treaty and establishes a legal basis for the use of a new technological tool for control of goods and vehicles in the EAEU — navigation seals.

The scope of the agreement applies only to transportation carried out on the territories of two or more EAEU countries.

A navigation seal is a device that remotely controls the movement of goods and vehicles. The use of this technology makes it possible at a distance of hundreds or thousands of kilometers in online mode to monitor the vehicle and record every illegal action with the goods in the sealed cargo compartment, if they take place.

Transparency of transportation is ensured through the use of navigation seals.

The agreement is aimed at minimizing state control measures during the transportation of goods (during transit, export and within the framework of mutual trade) and ensuring their legal circulation on the territory of the Union. The agreement provides for the phased introduction of tracking, taking into account the categories of goods and modes of transport by which they will be moved. This approach will ensure a soft adaptation of transportation participants and government agencies to new working conditions that meet modern requirements.

In early March, the EEC approved an action plan for the implementation in the countries of the Eurasian Economic Union of a mechanism for tracking shipments using navigation seals. Its implementation will make it possible to start tracking shipments in the EAEU countries in January 2024.
