Microdistrict for 10,000 apartments to be built on site of prison colony

A microdistrict for 10,000 apartments will be built on the site of the former prison colony No. 47. Spokesman for the President of Kyrgyzstan Erbol Sultanbaev announced.

He noted that in May 2022, an agreement was signed between the Cabinet of Ministers and the German Development Bank (KFW) on the conversion of the sovereign debt of Kyrgyzstan to the FRG «Debt Swap IV — Housing Program», under which the funds in the amount of €14.9 million will be provided in stages in the benefit for the State Mortgage Company. To date, the first tranche of €4,966 million euros has been provided.

«These funds under the agreement will be used to provide preferential mortgage loans for all categories of citizens, regardless of the type of activity, working and living in the regions of the country (except for Bishkek and Osh). President Sadyr Japarov expresses his gratitude to the Federal Chancellor of Germany Olaf Scholz for his support in the implementation of this program,» Erbol Sultanbaev wrote.

According to him, it is planned to allocate funds from the republican budget for the construction of affordable housing (apartments) in all regions, which will be provided to citizens through the State Mortgage Company.

«For example, in Bishkek, the territory of the former prison colony No. 47 has been chosen as one of the sites for such development, where it is planned to build a microdistrict for 10,000 apartments. In addition, for the construction of affordable housing in all regions, work continues with donors to attract financial resources for these purposes,» Erbol Sultanbaev said.

He added that if earlier, on average, 1,080 mortgage apartments were provided annually for 1.3 billion soms, then under My Home 2021-2026 program, 2,536 apartments were provided for more than 6.2 billion soms for just 18 months of implementation.

Earlier, Sadyr Japarov asked partner countries and international financial development institutions to write off Kyrgyzstan’s external debt through green projects.
