The Ministry of Education of Kyrgyzstan is initiating amendments to a number of laws so that higher education institutions with a special status get more freedom, particularly financial. The draft amendments have been submitted for public discussion.
It states that the state higher education institutions with a special status should have the right to independently determine the procedure for filling positions of the teaching staff.
Universities with a special status do not transfer funds from the lease of state property to the republican budget.
The authors believe that such higher educational institutions can teach under the programs of higher and postgraduate professional education without obtaining a license.
«State higher education institutions with a special status have the right to independently, in agreement with the board of trustees, dispose of the material and technical base acquired at the expense of special means, as well as dispose of the money received from leasing,» the document drafters specify.
The authors note that under the current situation, the system of administration and management and incomplete academic freedom do not properly ensure the autonomy of universities and hinder the development of competitiveness of universities. The state interferes in the work of higher educational institutions.
The Ministry of Education believes that the approval of their proposals will allow the universities of the Kyrgyz Republic to enter the top thousand international universities within five years.
