Kyrgyzstan and Kazakhstan resolve issue of trucks standing at border

Kyrgyzstan and Kazakhstan have agreed to take measures to ensure free movement of goods through the Kyrgyz-Kazakh state border. Press service of the Cabinet of Ministers reported.

According to the press service, First Deputy Chairman of the Cabinet of Ministers Arzybek Kozhoshev and the Deputy Prime Minister — Minister of Trade and Integration of Kazakhstan Bakhyt Sultanov spoke via video conferencing about accumulation of trucks at the border.

As a result of negotiations, the following agreements were reached:

  • The Tax Service of the Kyrgyz Republic should not to allow cargo vehicles to leave Kyrgyzstan without electronic invoices for the transported goods;
  • The State Revenue Committee of the Republic of Kazakhstan should not to carry out control and inspection activities in relation to trucks with electronic invoices for transported goods, following from Kyrgyzstan in transit to the EAEU countries through Kazakhstan;
  • In case of detection of undeclared imported goods in electronic invoices, the State Revenue Committee will take measures to return the vehicles to the territory of Kyrgyzstan;
  • Detection of undeclared goods in electronic invoices can be carried out with the help of inspection complex, eliminating the need to open the cargo compartment of the vehicle;
  • When trucks are returned, both parties must send messages to the Whatsapp messenger group, indicating the vehicle’s state number, attaching electronic invoices and the reasons for the return. The group includes the heads of the Tax Service of Kyrgyzstan and the State Revenue Committee.
  • The parties also agreed to work out the issue of use of navigation seals of the Kyrgyz operator in Kazakhstan within a week and to analyze imports from China to Kyrgyzstan and Kazakhstan in terms of commodity items.

Representatives of the two countries also discussed stepping up work of the border services for elimination of jam of trucks at the Kyrgyz-Kazakh state border.

Earlier it was reported that 305 trucks are standing idle at the border with Kazakhstan, including 180 trucks at Ak-Tilek- Avtodorozhny checkpoint.
