President Sadyr Japarov signs decree on environmental safety

President of Kyrgyzstan Sadyr Japarov signed a decree on Measures to ensure environmental safety and climate resilience of the Kyrgyz Republic.

According to the document, the Government is recommended:

  • To reduce the negative impact of atmospheric air pollution on public health, to revise the regulatory and methodological framework for monitoring stationary and mobile sources of atmospheric air pollution in accordance with international standards and requirements;
  • To create conditions for increasing number of vehicles using electricity and gas;
  • To take measures to encourage abandonment of vehicles over 20 years old;
  • To revise the norms and requirements for the design, location and construction of high-rise buildings to ensure circulation of the air in settlements, taking into account the prospects for the development of cities and long-term wind patterns (wind rose);
  • To increase the norms of green spaces development and to ensure a sustainable dynamic growth of the area of ​​green spaces in settlements, including creation and expansion of green belts around them.

To improve the efficiency of waste management:

  • To take measures to widely implement «waste to income» principle;
  • To ensure full and comprehensive use of mineral resources, involvement of industrial waste in the economic turnover;
  • To stimulate creation of enterprises for processing, waste disposal, introduction of low-waste and non-waste technologies;
  • To introduce a system of separate collection of solid household waste, to ensure development of the market for secondary resources.

To reduce the adverse environmental impact of wastewater and ensure glacier protection:

  • To ensure control over treatment facilities in settlements of the republic and on the territory of tourist facilities and recreation areas, including the water area of ​ Issyk-Kul lake;
  • To expand the regulatory framework to give some glaciers the status of specially protected natural areas;
  • To restore natural ecosystems and ensure conservation of unique biological diversity:
  • To pay special attention to preservation of natural ecosystems and forests, take measures to maintain their proper ecological state;
  • To strengthen the protection of forests from fires, diseases and pests;
  • To ensure afforestation on unproductive lands;
  • To strengthen work to ensure reproduction and registration of living organisms and plants, rationing of hunting, and increasing the area of ​​specially protected natural areas.

To ensure chemical and radiation safety:

  • To take measures to exclude the practice of burying toxic waste and materials at landfills, ensure construction of landfills for their placement;
  • To neutralize uranium tailing dumps in Kadzhi-Sai, Min-Kush, Maili-Suu, Shekaftar village, on the territory of Kara-Balta mining plant and obsolete pesticides at large burial grounds in Suzak village;

To improve land fertility:

  • To strengthen measures to protect soil from erosion, timely rehabilitation and land reclamation;
  • To stop the practice of allocating highly productive land for non-agricultural needs;
  • To finance nature conservation facilities, as stated in the decree, to intensify the activities of the Nature Development Fund to attract additional financial resources and ensure effective use of funds.

To improve the efficiency of the environmental system and international cooperation in the field of environmental protection:

  • To take measures to ensure integral public administration in the environmental sphere, strengthen the authorized body for ecology by consolidating the functions of regulation and control in it;
  • To develop a mechanism for regular inspections of the operation of treatment plants and facilities, the state of technological discipline in production in terms of compliance with environmental requirements in order to reduce the threat of man-made accidents and disasters;
  • To strengthen the work on revising environmental standards, taking into account new knowledge and possible consequences of economic development, introduction of international environmental standards and ecological zones;
  • To speed up creation of modern information systems and databases in the environmental field;
  • To develop an online platform for posting the facts of environmental violations revealed by the public throughout the country for the prompt response of authorized bodies;
  • To analyze the effectiveness of ongoing projects aimed at the rational use of natural resources and solving environmental problems, to develop a comprehensive strategy for interaction with key development partners to attract external funding, taking into account the interests of the Kyrgyz Republic;
  • To step up interdepartmental coordination with choosing a state body responsible for overdepartmental control and implementation of a single agreed state policy to ensure environmental safety and climate sustainability;
  • To develop and submit for consideration a draft Concept of Environmental Safety of the Kyrgyz Republic within six months;
  • By June 1, 2021, to assess at the national level the contribution of the Kyrgyz Republic to the reduction of greenhouse gas emissions and adaptation to the effects of climate change, contributing to the achievement of the goal of the Paris Agreement, adopted on December 12, 2015;
  • To develop and approve plans for ensuring environmental safety and climate sustainability for each region and cities of republican significance within six months.

The decree comes into force on the day of its signing.
