The deputies of the Parliament of Kyrgyzstan will consider the commission’s conclusion on the modernization of the Bishkek Heating and Power Plant.
The head of the commission, MP Ulan Primov, proposed to put the issue in the agenda. He suggested inviting all those involved in the emergency situation at the HPP by 2.00 pm.
The commission’s conclusion consisted of 30 sheets, it included a list of officials, responsible for the modernization, including the former Prime Minister Sapar Isakov. During the promotion of the contract with TBEA, he headed the foreign policy department of the then president Almazbek Atambayev.
The list of officials included former government heads — Jantoro Satybaldiev and Joomart Otorbaev.
The finding pointed out that the prerequisites for the violation of the technological regime of HPP were seen already on January 22, that is, four days before the breakdown.
While the deputy commission was working, the State Committee for National Security investigated the criminal case on corruption in the implementation of the project «Modernization of Bishkek HPP.» Seven former top managers of the energy industry were arrested. All of them were officially charged with corruption.
