Implementation of Smart City project to start at the end of January

Implementation of Smart City project will begin in late January 2018. Prime Minister Sapar Isakov told reporters.

According to him, the project was thoroughly studied by each of the parties. Investors are a consortium of companies. On behalf of the Kyrgyz government, this project will be conducted under the aegis of the State Registration Service. The Cabinet at the initial stage will not invest any financial resources.

After the necessary equipment at 70 intersections in two cities is installed, the government will start paying out the invested funds in equal instalments within five years.

The project will be implemented for a year and a half. Of course, colleagues ask to speed it up, because the mortality rate on the roads is high. Frankly speaking, we are implementing this project not to earn money on fines, but to save human lives.

The head of the Cabinet also explained difficulties in the implementation of the project. It turned out that the problem was in attracting a third investor.

«The government’s contribution was to be 15 percent. But we looked at our laws, in particular, on public procurement law, and realized that it would be difficult to implement. Therefore, the search for another company, which would have invested 15 percent — $ 9 million, began. The company was found,» Sapar Isakov told.

At the same time, he promised that the Kyrgyz side would receive 100 percent of the funds from payment of fines in the framework of Smart City project.
