Kyrgyzstan plans to increase fines for illegal alcohol production

The Ministry of Economy and Commerce of Kyrgyzstan proposes to increase fines and prison terms for illegal production of alcohol and alcoholic beverages. The corresponding bill has been submitted to the Parliament for consideration.

Under the current legislation, punishment is provided for the production of 200 or more liters of alcohol and alcoholic beverages. This is considered a large-scale production. And the punishment for this can be correctional labor from two months to one year, imprisonment for up to two years, or a fine from 50,000 to 100,000 soms. And if these drinks cause serious harm to the health of citizens, then a fine from 100,000 to 200,000 soms or imprisonment for up to five years with deprivation of the right to engage in certain activities for up to two years is provided.

The Ministry of Economy proposes to consider 100 or more liters as a large-scale production of alcohol and alcoholic beverages, and 200 or more liters — as an especially large production.

Thus, for the production of alcohol and alcoholic beverages in large quantities, it is proposed to punish with a fine of 200,000 soms or imprisonment for up to two years, for production in especially large quantities — a fine of 500,000 soms or imprisonment for up to five years. And if these drinks caused serious harm to health, it is proposed to fine 700,000 soms or to imprison for up to five years. A fine of 1 million soms or imprisonment for up to ten years without the right to engage in certain activities for up to three years is proposed for legal entities.

The background statement to the bill says that the high profitability of activities in the illegal production and circulation of alcohol, alcoholic and alcohol-containing products, as well as the relatively low amounts of sanctions are the reason for the increase in the number of illegal acts.
