Local elections: CEC presents pilot e-voting project

The Central Election Commission of Kyrgyzstan (CEC) presented a pilot electronic voting project and an upgraded voter identification device.

According to the CEC, the lists of voters who vote electronically include citizens who apply for it no later than 15 calendar days before the voting day.

The list of voters is compiled separately for each polling station and published in a separate section on Tizme state portal.

Three local councils of Batken district — Samarkandek, Ak-Sai and Ak-Tatyr participate in the pilot project.

To vote electronically, it is necessary to download Menin Shailoom mobile application in App Store (for iOS) and Play Market (for Android). The voter needs to be identified by personal and biometric data, including facial recognition using liveness technology.

The system will then provide access to the electronic ballot of the respective constituency. After the voting is over, a protocol in the approved form will be generated.

The CEC also told about the upgraded device for voter identification. The device reads information from ID cards, international passports, fingerprints, and prints out reporting information about the voting process.

The elections of deputies to rural councils will be held on April 9 in Naryn, Batken, Osh, Talas and Chui regions.
